A guy likes me but?

Doesn't speak a lot of English. He's Spanish, speaks Spanish and can speak Italian very well. He knows a little bit of Portguese too. His English is conversational to the point he can work and do basic stuff. But not more than that.

How can he expect me to have a full blown relationship when he won't even learn English? Is he just superficial?
