I received an offer to study International Relations at LSE for BSc, but I don't think I'm going there (for personal reasons, mainly that LSE doesn't have the student support I want). However, I'm interested in applying for a MSc for IR there; would a BSc in IR be more competitive in a CV than a MSc in IR? I want to make sure I can put it away with no regrets

From their website:
BSc International Relations - applications/offers/intake 2019 - 864/161/59
MSc International Relations - Applications - 1,048 (includes MSc International Relations (Research)), Intake - 114 (includes MSc International Relations (Research))

The BSc is well regarded, as is any LSE undergrad. So are their postgrads.
