Given I get 3A* in my subjects, including maths, how likely is it I will be able to change to pure econ from PPE?

next to impossible then, economics is likely their most competitive courses (probably even more so than PPE) so they will be full. You also need to have done further maths (fully) in order to get a place so no its very unlikely. Stick with PPE or try switching to an alt joint economics degree. PPE itself is very well respected and probably more useful than straight econ (i'm assuming you can take more economics modules in later years to specialise more like at Oxford).

Econ acceptance was 14.5, PPE was 17.
PPE is four years which is off putting. I heard econ and Phil is a ‘downgrade’ from PPE so I’m better if switching to pure econ or sticking with PPE

I don't mean in terms of number of applicants to place, I mean the quality of each candidate. You're already below the average offer-holder by not having done further maths. Still, no harm in trying to switch but I doubt they'll let you

highly unlikely as they favour or even require (not sure) you to be sitting further maths also pure econ is incredibly competitive

the issue isn't purely acceptance rate, but also the time in the application cycle you're trying to change
