Irish Common Travel Area

I am an irish citizen applying for University in Manchester in September, I am entitled to tuition fee loan but am I entitled to any Maintenance loan due to the common travel area, all help appreciated as the student support here in Ireland is so pitiful I wont be able to pay my rent in september. My mother was born in the UK however holds an Irish Passport
