No.
If anything the smaller the engine the easier it would be to start i.e. lower pumping losses, but they are controlled nowadays through an alternator, battery & ECU.

I’ve driven a 3 cylinder for a few years and never noticed any difference in the time to start up versus a bigger engine.

IME most engines only start immediately if they're already hot and primed.
