Do guys like it if a girl comes up to them to ask them out? As in a stranger.

As long as it isn't in some weird way and seems genuine... Certainly.

This is very rare. It’s normally they ask their friends to do it for them.

I remember when someone asked their friends to get my Snapchat for them, then as she came towards me she didn’t even look at me and was completely shy

that's quite rare imo ..... a woman stranger just point blank coming up to me and asking me out has only happened twice. I didn't mind it though.

more common is stuff like catcalling or compliments or attempts to start conversations

As long as they aren't related to you and they're an adult. Yeah why not.

That's not true of every man. There are men that seem to like making the first move, but there are men that regard it as a burdensome chore similar to applying for a job only to face the power of an employer to turn them down. There must be some kind of a paradox going on in the dating scene.

It’s not that, it’s that it’d be nice to not have to make the first move all the time. It shows right off the bat that she’s outgoing

The inertia seems to be due to the pervasive effects of long-standing custom.
