For what purpose?

Are you looking for information?
To appeal a decision?
To complain?

Is this to do with your application to Manchester that you didn’t meet their requirements for?

The vice chancellor.
Or the deputy/pro vice chancellor with responsibilities for education.

But if you have a specific question then you should look at the Admissions Policy for that university which should list who and how you should raise appeals/complaints. The VC/DVC isn’t a great idea if you’re rejected for run of the mill reasons and not due to a fundamental error.
