I think so. Of course, it's always best to be as precise as possible, but if you are in an exam and you are struggling to remember exactly, I'm pretty sure this would be ok, as long as you have some other good information/terms in there. E.g, if you have given a name or a place, or maybe the name of a law, or something along those lines, then I'd say saying "in the 1960s" would be fine.
