What is this question asking me to do and how do I answer it? The third pillar of the Aarhus Convention is meant to broaden access to justice in environmental matters. However, the EU has not implemented the access to justice pillar correctly by enacting the Aarhus Regulation. Critically discuss.

I'm assuming that this is undergraduate degree level environmental law? You need to discuss the gap between the third pillar of the Aarhus Convention in theory and in practice. Discuss the specific wording of the third pillar, what is should in theory accomplish in regards to public access to environmental justice. Then, discuss the flaws in the way that the EU has implemented the third pillar, and weigh up whether the EU has indeed not implemented the third pillar correctly.
