It depends on what sort of person the guy is - some guys compliment girls as a friendly gesture as a passing comment, most guys do it to flirt. You won't know unless you ask or make a move

Well I told my sister she was pretty recently and I was definitely not flirting lol.

Still not enough context. He might have thought you have low confidence so was trying to boost your self esteem.

Hmm probably, in that case does he not actually think it then? If it’s for that reason he might actually think the opposite and is just trying to be nice

I think it depends on your other interactions. If he does it frequently then maybe it is flirting but sometimes people do just give a compliment and it’s just that

Sure but they’re not going to get the wrong idea whereas I might so surly a guy would think about that and know that saying that could come off as flirting

Even if they do think it might come off as flirting, some people are just flirty like that without it meaning anything at all.

It is, but flirting is often an empty activity just used to rub their own ego so they can pride themselves on their seduction abilities.
