I dont understand why they did not include ALL the possible outcomes. for instance 3,1,1,1 (with its combinations) and 3,2,2,2 and so on

If you drew a tree of the outcomes with sum >= 10, you'd get what is listed?
Why do you think you need the combinations and probabilities with sum < 10?
