if you do badly in year 12 mocks will this affect your offers but also if you do way better in year 13 does it not matter because you would have missed out on good offers because of year 12

Universities look at your predicted grades (and other stiff) when deciding if they should give you an offer. Once you have an offer, there will be grades you need to go to the university (unless the offer is unconditional).
Y12 mocks play a large part in your predicted grades. The way predicted grades are done varies from school to school but it tends to be that the school will give optimistic predictions. Some schools may predict you quite above how you have been performing recently. They may predict you AAA, but remind you there is no point getting an offer from these unis only to be surely disappointed on results day.

All the above applies if you don't take a gap year. Predicted grades have no impact on your life if you apply to uni with certain grades during your gap year.
