Is my school cheating at levle 3 btecs??

Hi, i go to towers school and they aren't following the BTEC guidelines.

IM doing public services and health social care.

With public services, they don't give u the orginonal questions in the qualification book like P?M?D?. They give you a made sheet with the questions and a example paragraph for each question.
for example what are all the human rights legislations/coventions.
they will literally give you a example paragraph her legislation.

In my HSC. Btecs are meant to give you 2 weeks prior assessment criticism on how to improve your work to get a Distinction, but they haven't. Im working on Unit 5 HSC, we started out course work on December. non of my course work to this day has been assessed or marked or asked to be in on the specific due date.
My teachers say " edit anything on your google doc that has been critised in red writing"
We do our course work on google docs, so you can monitor whos been on it, for how long and what date. All my course work including a lot of others has no one opening it, even though I've notified and give them editing permissions.
I have mental health with ADHD also, I'm scared that I wont even get a Pass on my course work, since I don't know if any of it is correct.
I'm scared also because you need to strcure work a certain and present it with links and not just describing what they are and how case studies use it.

Is this even legal education practice?
