if you apply for a degree that says "bsc hons", is the honours bit optional?

By "progress to honours" they mean "don't fail either of the first two years and drop out"

If you did not progress to years 3 & 4 you would not be awarded a bachelors degree, (honours or otherwise).

Undergrad degrees in the UK are typically all "with Honours" and there is no option to complete just an ordinary bachelors.
