How do British people in the EU apply for a National Insurance number without a UK address?

Hi, you will need to wait until you have a UK address before your details are sent to the DWP.

SFE Isaac Thanks, however, given that students in this position are unlikely to have a UK address until they move into their university accommodation, and the DWP says it can take up to 16 weeks to obtain a NINO, this implies that British students from the EU can expect to have to wait until February, or later, to receive their SFE funding. This seems unreasonable. Is there no way to avoid this?

UK Nationals who never lived in the UK were never previously eligible to get full SFE funding, they had to previously apply as EU applicants. It's a new change in the 21/22 academic year so this has never been the case before.

Unfortunately we can't predict how long the DWP will take.
Funding will remain blocked until we receive a valid National Insurance Number.

There is no alternative way around this.
