Why would a guy kiss you first then say we can't have a relationship just because of his parents disagreement yet he still acts flirty, talks to me sexually and touches me a lot

He may be bound by external restrictions, but can't control his own sexual urges and feelings.

Yeah, you should probably set a boundary of no contact if that’s not what you want. Seems like he wants to be sexually inclined to you but nothing else.

It’s up to you on what you want to do; I’d class this as FWB.

If you want him to stop doing that until you both know you’re getting together, then do tell him.
