can't sand new neighbours

I live in a terraced house and the one next door has just been sold, the problem is the new neighbours have just moved in and are already pissing me off. Its 10pm and they are shouting, speaking loudly.

Also its a very small 3 bed house but there is like 3 women, 3 men and like 5 kids and i can also hear a baby. They are also running around everywhere and making noise

Any way i can tell them to stfu in a nice way so we don't start on bad terms?

Option one: Go round with a box of muffins and introduce yourself, and ask if they keep maybe keep the noise down in the evenings.
Option two: Get a company to install extra soundproofing on the walls in question.
Option three: Complain to the council.
