The listing says that the legs are made out of wood but what is the top made out of? It says concrete but im assuming it means concrete effect as it can't be real concrete!

Wood. Concrete effect (in this case) = wood made to look like concrete.

Yes, it's real concrete! It's become more common as a material for kitchen countertops, and is now being used for furniture.
