The course I'm applying for requires BBC as the entry requirement or 112 ucas points, but I've received neither . My predicated grades are BCC (1 grade off), would uni's base their decision & offer me a place based on my predicated grades / ucas points ?

They might still make you an offer (and at that level, they probably most likely would), but that would still be on the condition of you achieving BBC.

The usual advice is that its worth having one or two 'aspirational choices' with grade requirements one grade above your predictions.
You may get an offer - and that will give you enormous motivation to work to get those grades.
