Does anybody have, or know where I could find, two differing historians' interpretations on the impact of Nixon's and later Clinton's War on Drugs (ideally one saying it was good and one saying it was bad)? They would preferrably include the 1986 Anti-Drug Abuse Act and the 1994 Crime Bill. Thank you.

I forgot to mention this is rearding black civil rights in america so i meant it was good for civil equality and it was bad for civil equality
