My personal tutor is writing a UCAS reference for me, but all of my other tutors are willing to give feedback. Is my tutor allowed to compile all of this feedback into one singular reference?

Yes. Perfectly acceptable and standard practice for the majority of schools in the UK. Overseas, single teacher references are more common, but it just boils down to whatever the school's policy is.

yes - at my daughter's school students were assigned a 'collator' as recognition that this was what was needed. It wasn't the tutor.

Most UCAS references consist of a subject paragraph about your performance and potential in all your subjects, plus some comments about you as an individual.

Yes, they are, but if your school/college has a different policy, then you will have to go with whatever their standard practice is.
