Do I mention the other languages I speak in my Cover Letter, or is it sufficient to leave it in the CV?

Only include it on the CV. The exception imo would be if you're applying to firms like Bloomberg as they basically have 2nd language skills as a prerequisite so you could also just drop it into one sentence but don't overdo it
