If someone has will to have higher study in abroad, what should he/she (actually it's she) do!?

Start by saving money.
Gather as much information as humanly possible about your desired destination, including but not limited to:
-immigration laws (whether or not you'll need a visa, which type of visa you will need and its cost if applicable)
-healthcare laws
-insurance that preferably covers repatriation
-language qualifications
-covid control strategy
-student fees
-international partnership programs with your school
-financial aid and bursaries (such as Erasmus+ in the EU)
-flight cost
-transportation costs
-housing, especially when it comes to scams
