Not if you are relying on a student loan; you only get 1 extra year, then once that's used, you would have to fund yourself. However, if you are self-funding, then that would be down to the discretion of the university. Also, if you get a low mark, rather than fail the year, then you may be stuck with that mark.

What scenario(s) do you envisage where someone would be resitting a year twice?

All universities have different regulations, so it's impossible to say with any certainty. 'resitting a year' usually means that you took the first year's assessments, failed them, was given a chance to resit, failed that and then got the opportunity to re-enrol on the modules and retake the year. If you're asking if you can do that whole process twice, then the answer usually is 'no', unless there were some mitigating circumstances or other evidenced exceptional reasons. If the failures and reasons for having to resit/retake are purely academic failure, then I think it's unlikely that you'd be allowed to retake a year twice. And would you really want to, anyway?

Unless you have mitigating circumstances (with sufficient evidence) then the answer will generally be no. Student finance only covers the duration of your course plus one year so if you’re retaking again then you’re probably gonna lose a year of funding. Besides, retaking once already means that you’ve probably already had around four chances to pass the year since you will have the year to pass plus the resit period in the summer. The fact that you’re having to retake even after all these opportunities doesn’t really work in your favour.
