Is it usually after they give you an offer of employment or is it when you apply or at interview?

Sometimes they ask for referee details in advance, ie on the application form, but they usually only take up references for the person/people to whom they make an offer. Some sectors, notably education, take up references before they interview, but that's rare in other than highly regulated environments.

It's usually in the applicants best interests to offer referee details as late in the process as possible. You might learn things in the process that makes you change who you want as a referee.

Is this the same for like a bar job at a pub?

They won't take a reference until they offer you the job. No offer, no reference. However, there is no fixed rule about this, the employer can do what they want.
