Is it bad to use a reference from a job you only did for 3/4 weeks?

no its fine. it would only be bad if you said you had the job longer than you did on your cv

As long as you weren't fired, get warnings etc etc (i.e. they haven't got anything bad to say about you) then you should be fine.
If you have other people from elsewhere that you have known longer, I'd put them in first. But yes you could use them as a reference.
