Hi
If a masters course is taught face to face in sep 2021, is it possible to ask the university to study it online instead so I live somewhere else (in another city) away from the university?

If they don’t offer a distance study option then no, you would be unlikely to be able to study it as a distance course.
If they do offer that option then you could ask to switch to that option instead of in person.

As GabiAbi84 said, if there isn't a distance-learning version of the course you've picked, they won't probably offer online only. It would just be like any other degree course - they expect you to attend in-person/move to the city where the university is. If you have extenuating circumstances related to COVID, they may offer temporary online provision, but that would not be for the whole duration of the course I'd imagine.
