Where I was driving there was a variable mobile camera (police car) I was driving 40mph on a 30mph until I saw the camera (I was slightly roughly 400m away) slowed down to 30mph and continued. Will I get a ticket or am I being paranoid?

By the time you've seen it it's already too late. Laser cameras can catch you from miles away providing they have line of sight.

Camera vans and lasers are calibrated to be accurate at upto 999metres, so there’s a good chance you’ve been caught.
