Hi, I did higher Modern studies last year so I might be able to help.
At my school we used the PEE system. Which stands for point, example, postive evaluation and negavtive evaluation.
For a 12 marker:
You should write 3xPEEE and a conclusion, if you wish you can always write an introduction, which I found quite useful to plan my essay.
So say your question is on government startegies.
P- What the government startegy is and if its good
E- An example of where/how this strategy is used
E- Postive evaluation of the strategy
E- Negative evaluation of the strategy
Then you would repeat this x2
Then your conclsuing statement would usually be summing up your points and for a question like this you could suggest which strategy you believe is the most effective/ least effective and why, at this stage you can compare each factor in which you have discussed.
I hope this helps! But if it doesn't or soemthing I have said doesn't make sense, just ask again on this thread
