Exeter’s advertised requirements for Medicine are 3 A’s, and I have been predicted 3 A*s as I know Exeter will be more likely to offer me an interview with A*s. However, I am concerned about whether they will raise their requirements to 3 A*s in an offer. What is the likelihood of them doing that? What reasons may they do it for? (I have been predicted 3 A*s but am more likely to achieve A*AA)

It’s unusual for universities to change their offer conditions based on predicted grades. They can change their offer conditions due to increased demand or other reasons but those will be applied to all applicants.
