i'm a uni student studying music and just wanted to know if it was possible to use practice rooms at my friends unis?

Unlikely. I got kicked out of my uni's practice rooms when I didn't have my ID to prove I was a student there.

You would be best getting into contact with the department responsible for the rooms and asking, the worst they will say is no.
