I am considering applying for finance and economics at different universities but will it look bad applying to two different courses i.e. Will I look less passionate about the subject?

Yes.
Although there are some overlaps with economics and finance so it will be fine writing the main body as you can find those overlaps within the courses
but when you write your short introduction and conclusion you want to be specific about the course and this will be harder to do.

Is there a reason why you are applying to two different courses?
