I'm not international, but I would think it's extremely unlikely. I live in England, and I can't get any kind of work experience, let alone shadowing in a hospital/ GP surgery thanks to the pandemic. By all means try, but I'd stick to any care volunteering you can get or more realistically, virtual work experience (which I do know is not that great).
