Why wouldn't it be? A skirt, shorts, or short dress over leggings or tights is pretty typical womenswear at uni from what I've seen, other than basic jeans/leggings and t shirt type looks. People will turn up to lectures in pyjamas so anything that is (vaguely) clean and comfortable is as good as uni "fashion" gets usually :laugh:
