Applying for Student visa with CAS delay

Hello all,

I applied for 2021 Oct intake, paid the full fee, submitted CAS request form on 20th Sept with all the required documents. I haven't heard anything since then, made few follow up calls, been told that there is a delay and I can enroll from my home country itself.

My questions are :

1) Can we apply for Student visa even after course has already started? will it be successful even applying past the start date.
2) After my enrollment, if UKVI rejects my visa application, will I get my fee refunded?
3) Anyone in the same boat of delayed CAS and planning to apply for student visa beyond the course start date.

Any help would be much appreciated.
