What does "Student support arrangements" mean on UCAS?

In the "Finance and Funding" section on UCAS, there is a bit called "Student support arrangements". It asks who will assess me for tuition fees, but the dropdown menu just lists places. Am I supposed to pick where I live now? I don't know who assess me for tuition fees.

Pick your local authority. Who your household pay council tax to.
