If someone was to drop out of a particular course before the start date, would universities offer up that free place to someone? If I was to call a specific university and ask would they offer that place up or not?

Depends on the course, the university, how many students are already enrolled etc.

It's as random as the wind direction, at the end of the day - and no one would know, not even the admissions staff (up until the day / week that student numbers are finalised!).

Ordinarily, no. It's not one-in, one-out. Where possible, uni's will oversubscribe the course a little bit to allow for leavers or people asking for course swaps. If they have spaces, there will be a final date where they will consider people via Clearing, which they won't budge from.

And this year, many courses are over-full as a result of over inflated TAG grades.
Your chances of finding anything worthwhile in Clearing now are essentially nil.
Far more realistic to now put in a fresh UCAS application for 2022 entry.
