Every programme is different. However, most will except both and often you don't even have to be a recent graduate. Depending on the area, sometimes having a masters can be very helpful. For example, if you will have to work towards a qualification like the ACCA for accounting, you could get exam exemptions if you have a Masters. There are also some programmes that are specific in the degree level, subject and years since you graduated. It really does depend. Make sure to read any info providing by the company offering the grad programme.

pretty sure graduate schemes are aimed at graduates and internships aimed at undergraduate
