low maintenance

i just got my loan entitlement letter, but was awarded a very low amount of maintenance. I find this odd since it was based on my household income, which is under 28,000 pounds combined. If I was not mistaken ,it should be higher because of the fact that my household income is not over the 35k threshold which indicates a lower amount. any reason to this?

I was only rewarded around just under 4k.
