Police notice about noise after 1 party?

We got given an ASBO (anti-social behaviour order) after only one party. The notice states that we have caused persistent trouble for the community around the house for "raised voices and music" directed towards people smoking in the garden. And we have to cease all behaviour till May.

The neighbour that called lied and exaggerated about the noise and size of the party. Said there were 50 people screaming in the garden when maybe there were max 15 people smoking and just talking outside. We had a chat with our semi-detached neighbour about it and they said we weren't even that bad and they've experienced a lot worse.

Police came around once, didn't have to come back as there was not much to come back to. The community officer came around a week later and said we'll be given a warning next time it happens but the police have to come around with devices to measure the sound and has to go over certain decibel.

Does anybody know why we have been given one? Did not pick a fight with the police, and was our first biggish thing as a house, just confused. Wondering if anyone has knowledge of these ASBOs as it seems so ridiculous for what it was.
