It's been about a year and a half since I last did A-Level Sociology but this is how I was taught to structure 40 markers (I also did OCR):

- Brief introduction

- 3/4 paragraphs supporting the question (I can't remember the number exactly but it was definitely 3 or 4). Since the keyword is "assess" I would've probably wrote 3/4 paragraphs arguing what benefit their view has on education supported with studies and using keywords where possible.

- Then, another 3/4 paragraphs arguing against it, supported with studies again and including keywords where possible. I'm pretty sure evaluation is necessary in 40 markers to get top marks. You can use other theories, etc to evaluate such as Marxism. If you want a bit of extra evaluation, you can add 1-2 sentences very briefly evaluating at the end of your first paragraphs supporting the question. Make sure you dedicate paragraphs to evaluation too though because I think evaluation is worth like 16 marks if I remember right.

- Brief conclusion

That's all basically I think.
