I don't believe I will be able to apply for the university I want to as I will fall short of a few points, do you think universities are flexible around their set target for UCAS for all applicants?

What point system are you referring to? What uni are you applying to? What course is it?

The most we can say is that some Unis will make offers to applicants whose predictions are slightly below their usual UCAS point requirement.
