Just theoretically, would a student who's getting a 2:2 or low 2:1 from Cambridge be able to get a 1st from Imperial, or UCL?

(Assuming their work rate and current standard doesn't change)

I doubt it very much unless the reason for their relatively mediocre performance at Cambridge is due to something specific about that university.

Nothing wrong with a 2:2 or 2:1 in my mind. You get what you get, and shouldn't compare yourself to others.
