Speed camera flash on m25 variable speed limit

Hey everyone,

I know theres no set answer for this but: I was on the m25 and the speed limit was down at 50mph. I dropped to 50mph but found I was getting swamped by EVERYONE so I sped up to like 54mph, just to help the traffic flow if anything. I then went across the camera and I saw two flashes. There were 2 cars along side me and I think I was the second fastest across there (the fastest maybe like 58mph or so?), but there were still people behind going faster.

Am I likely to get a ticket from this? I feel if I did, everyone would have but I only saw one double flash.
