For a, if you add 4x to both sides you make the equation equal to y. If it is crossing the y axis, then you know that x is going to be 0 so you can then substitute that in as x.
For b, you have the point where the line crosses the y axis, which from part a you will know is the same as c if the x value is 0. So the equation is y = 2x -3. If you substitute in 10 as y into the equation you can find k
