If a university gives me an offer, 9 days after submitting my application, can I still substitute my choice as it says on the UCAS website that 'You can swap a choice for a different one within 14 days of the date on your welcome email. You can only swap each choice once' but the substitute choice button is not there on the course I want to substitute?

You need to call UCAS to do this if a decision has been returned by the uni. But yes, if it's still within 14 days you can still swap it.
