I am stuck on how to structure my personal statement cause I am applying for engineering and psychology and its hard for me layout the essay and still include both. Is there a way to write a personal statement about two topics?

There's not really any crossover aspects that you can use to cover both subjects. How many courses of each are you applying to?
Whichever is fewest, I would be inclined to contact those unis directly and ask if they will accept a second statement outside of UCAS.
