It's an issue that distinguishes consequentialist ethical theories from deontological.

For a consequentialist, it makes sense to do the lesser evil, even if that involves killing someone (perhaps to save the lives of multiple people - which would be the greater evil avoided).

However a deontologist might not accept that doing the lesser evil of killing one person could ever be justified even if it had better consequences than allowing the greater evil.
