struggling to find reference for job

i graduated from uni in November 2020 and have since struggled to find a job. have done a lot of online volunteering. I have applied for HCA jobs but really not got past the interview. Now even my personal tutor, wo was also my dissertation supervisor is ignoring my emails when i ask her if i can put her down as a reference, before she used to reply that's fine. The other uni lecturers don't know me and just don't reply either.

I have applied for a PA masters but I want a back up plan as well, for the masters I asked this other really nice lecturer but I don't want to push it with her just in case she starts ignoring me as well.

There is a 6 month HCA job I really want to apply for who do I ask for a reference?

Also i need two references for a hospital volunteer role i really want to do.

In this scenario:

-Keep contact details, e-mail address etc of employer, manager
-Phone these referees so you can have a vocal conversation
-Ask your University if your personal tutor has a contact number you can contact them on
-Have you checked the structure of your CV / cover letter?
