I am studying alcohols and the book, which states that the positive charge of the hydrogen in the hydroxyl group can attract the lone pairs on an oxygen from a neighboring molecule forming hydrogen bonds.
I don't understand what lone pairs are and I don't understand why the positive charge can attract the lone pairs on oxygen from a neighbouring molecule. What neighbouring molecule and do they mean the oxygen in the hydroxyl group

To recap lone pairs its best to go back to your gcse notes on covalent bonding - lone pairs are electrons present in covalent molecules which are not involved in bonding. Look here it has some simple examples.

Alcohols contain the functional group R-OH, its called a hydroxyl group. The O-H bond is a polar one, this means that the hydrogen will have a slight positive charge and the oxygen a slight negative charge. If you are not sure what a polar covalent bond is look here:
